General Description

The candidate for this position will be responsible for identifying, evaluating, and executing data management requirements for the Air Force Integrated Personnel and Pay System (AFIPPS) acquisition to include the integration of pay capability into the Military Personnel Data System (MilPDS).  The candidate will evaluate data management requirements and implement technical data management capabilities in support of existing data management strategies and applicable functional operations.

As a Data Management Specialist, the candidate will:

  • Be responsible for process development and implementation of technical solutions to address data conversions, data migration, data profiling, data cleansing, and data quality
  • Provide support to analyze complex organizational usage of existing database programs, develop comprehensive assessment of master data management requirements and implement those requirements
  • Advise and assist Government customers in the development and maintenance of Data Management (DM) Plans, Operating Instructions (OI), and procedures
  • Recommend changes as necessary to ensure compliance with DoD, Air Force, and Unit guidelines

Duties and Responsibilities
  • Provide expertise on data conversions, data migration, data profiling, data cleansing, and data quality as they relate to ERP systems
  • Prioritize, assign, and monitor production work flow and ensure assigned tasks are completed accurately and on time
  • Respond to incoming customer requests within performance standards
  • Participate in the evaluation of current processes and offer suggestions to improve the effectiveness and efficiency of each process

The candidate will perform in a lead Data Base Modeling (DBM) role providing support to system modernization efforts. This will include performing database requirements identification and development, developing data dictionaries, developing conceptual, logical and physical database models, and developing plans for legacy data clean-up, data transformation, and data conversion.

Duties and Responsibilities
  • Iteratively refine the existing enterprise conceptual data model,
  • Support and facilitate workshops and interviews to elicit information needed to develop logical and physical data models,
  • Develop the enterprise logical data model, including entities, attributes, and relationships,
  • Develop the enterprise physical data model, including tables, columns, and relationships,
  • Develop data dictionaries with agreed-upon definitions for all entities and attributes,
  • Map logical/physical attributes/columns to existing IT systems, identify gaps where data in existing systems do not exist to support the Target Data Architecture (TDA), and identify transformations where data must be altered from the source systems to be accommodated in the TDA.,
  • Architect and develop an overall master data hub for data elements that are used by multiple IT systems.

The successful candidate will perform all procedures necessary to ensure the safety of information systems and to protect systems from intentional or inadvertent access. The candidate will interface with user communities to understand their security needs and implement procedures to accommodate them. In addition, they ensure that the user community understands and adheres to necessary procedures to maintain security. The candidate may require familiarity with domain structures, user authentication, and digital signatures. Duties and Responsibilities

The successful candidate will be responsible for the identification of requirements, developing software functional and technical designs, performing application modifications (i.e., “re-factoring”), developing test plans and specific test cases and test scenarios consistent with the Government IOT&E and OT&E test methodology, developing test data, executing test cases, performing regression testing, developing test reports, supporting user functional testing, and responding to software problem reports with problem root cause identification, software updates, regression testing, and re-implementation. In addition, the successful candidate may also be asked to assist with defining installation, configuration, and maintenance policies associated with operating system software as well as Web Application, and Database servers. The successful candidate will perform in a lead database management role supporting the migration of multiple applications from current hosting environments in Government hosting facilities to either Amazon’s AWS or Microsoft Azure.
